Sir John Barnard was a prominent London merchant who had been for a long time an opponent of the fiscal policies of the Walpole administration. His scheme for raising publiuc funds, set forth here in considerable detail, involved the reduction of interest on the national debt; the pamphlet also considers various rival suggestions involving annuities, lotteries, etc. Title-page a trifle dusty; small hole in one leaf, affecting a few letters which are obvious from the context, otherwise a very good copy.
