Having taken two years’ leave of absence from the British Navy, the author resolved to travel to Colombia to secure an exclusive privilege for pearl fishing off its coasts, to improve the methods then used, and to investigate whether the resources of the country could be developed commercially. He travelled extensively in Colombia and gives detailed descriptions of the country. He outlines the history of the struggles against Spanish colonial domination, and advocates improving educational standards, lowering taxes, freeing commerce and the installation of a limited monarchy.
