The “War of the Two Brothers” in Portugal, between D. Pedro and D. Miguel, ended in 1834 with the latter's exile, but the country remained deeply divided between absolutists and liberals. The author, who occupied many important posts in the Portuguese administration, including that of Governor and Captain-General of Mozambique from 1825 to 1829, advocated introducing reforms using the old ideas as a basis. He attacked patronage, and encouraged the repayment of government debts, but was disliked by the traditionalists and mistrusted by the liberals. Innocêncio VII, 225.
