As customs laws increased it became necessary to publish Book of Rates as guidance both to customs officers and merchants. Tonnage was a duty on every tun of wine imported; poundage was an ad valorem duty on every pound’s worth of merchandise imported or exported. The practice had begun in 1347. After the Restoration of Charlkes II tonnage and poundage was levied at whatever rate Parliament considered the exigencies of the time required. Wing E1147a. Kress 1376. Goldsmith 2126.
